An owner can safely check: whether the sash is fully seated in the track, whether debris blocks the weep holes, and whether the lock keeper screws have backed out. A Phillips driver and ten minutes will settle those.

Where DIY goes wrong: ordering a 28-inch balance for a 28-inch sash without checking the actual travel weight, which PGT stamps on the balance shoe, not the sash. Get it wrong and the sash drifts or slams. Re-glazing an impact-rated IGU without the proper setting blocks and edge clearance voids the structural warranty and the missile-impact rating.
